'Crucial' Financial Literacy Programs Aim To Help Low-Income Families In Capital Region, Beyond Leaders in Albany are seeking to help New Yorkers better manage their money. The New York Department of State has awarded a total of $1.1 million in grant funding to 11 community organizations to establish financial literacy programs. The programs, open to individuals at or below 200 percent of the federal poverty guidelines, will offer one-on-one coaching with financial professionals as well as education on budgeting and money management. In the region, over the past three days, the seven-day average percent of positive tests in the Capital Region rose from 11.75 percent as recently as Saturday, May 7 before rising to 12.42 percent of those tested on Monday, May 9.
