Orange County resident Enido Isaac Rumaldo, age 20, of Port Jervis, was charged in Port Jervis on Wednesday, Oct. 16. Albany County resident Sean Pacheco, age 40, of Watervliet, pleaded guilty to second-degree murder in the death of John Welcome in Albany County Court on Monday, Dec. 5.
