Rookie 21-Year-Old Cop In Capital Region Illegally Accessed Computer Records, Police Say A rookie cop in the region is facing misconduct charges after he allegedly abused his authority by illegally accessing computer records. Fulton County resident Chance Petteys, age 21, of Johnstown, was arrested Monday, June 17, on suspicion of official misconduct and related charges following an investigation by New York State Police.
