Three neglected dogs were rescued from what authorities described as deplorable conditions inside a foreclosed home in Putnam County, leading to criminal charges against their owner.
The discovery was made on Sunday, March 22, after the Putnam County SPCA received a complaint about animals possibly left behind inside a Mahopac residence, the organization announced on Friday, March 27.
