Teen Driver Smoked Marijuana Before Capital Region Crash Killing 14-Year-Old, Police Say An 18-year-old man is facing vehicular manslaughter charges in connection with an alleged DWI crash in the region that killed a 14-year-old girl. The Saratoga County incident happened at around 8:45 p.m. Saturday, June 29, in the town of Waterford. Police said Everhett Hatlee, of Troy, was driving a Dodge Charger on Fonda Road when he lost control and rolled his vehicle near White Street.  The crash killed 14-year-old Kiera Ebert and seriously injured her 16-year-old brother. In Albany County, Bethlehem Police arrested Saratoga County resident Matthew Monthie, age 28, of Clifton Park on Friday, June 7, on suspicion of vehicular manslaughter and related charges in the death of Shawna Marzahl.
