2-Year Project Begins At Northern Westchester Traffic Circle: Delays Expected As a result of flooding and safety concerns, a busy traffic circle in Northern Westchester will undergo a two-year renovation project that will likely cause delays for motorists.  The reconstruction project began on Monday, July 8 at the Annsville Circle in the Town of Cortlandt, officials announced.  According to the town, the project was planned by the New York State Department of Transportation because of the circle's recurrent flooding. Kathy Hochul announced that extra patrols will be on the lookout for drunk and drugged drivers over the Fourth of July weekend.
