Birds Found Mutilated, Drained Of Blood In Bag Floating On Lake Carmel: SPCA Authorities in Putnam County are investigating a disturbing case of animal cruelty after two dead birds were found mutilated and drained of blood in a floating garbage bag on Lake Carmel.  According to the Putnam County SPCA, the gruesome discovery was reported by Town of Kent Police around 8:14 p.m. on Friday, April 4, near the intersection of Route 52 and Route 311.
