Tornado Watch Issued For Dutchess, Ulster As Tropical Storm Isaias hits the region, a Tornado Watch has now been issued for many counties north of I-84, including Dutchess and Ulster. The watch is in effect until 9 p.m. Tuesday, Aug. 4. An earlier Tornado Watch that included Putnam, Orange, Rockland and Westchester counties, expires at 4 p.m. In addition to Dutchess and Ulster, the new Tornado Watch includes Albany, Columbia, Greene, Rensselaer, Saratoga, Warren and Washington.
