Chaotic Commute: Storm's Strength Catches Motorists, Officials Off Guard Snowfall totals from throughout the region Everyone was caught off guard by the strength of the season's first Nor'easter, especially commuters who were caught in hours-long traffic backups. The storm caused havoc on roadways and created a nightmare for state and local officials who had not prepared for such heavy snow and sleet. What happened?
