A local prosecutor in New York is blasting state lawmakers over proposed legislation that would automatically seal most criminal convictions. A new specialized court that will offer mental health and substance abuse treatment options for veterans charged with felonies has opened in Putnam County. The Veterans Treatment Court, which is located in the Putnam Supreme and County Courthouse in Carmel, opened on Tuesday, March 21, according to officials from the New York State Unified Court System.
