During his third iteration of the “State of the State” address this week, New York Gov. Andrew Cuomo concentrated on building a green economy for the state and working to combat climate concerns. After being delayed due to the COVID-19 outbreak and a pending lawsuit, enforcement of the ban of single-use plastic bags in New York that was signed into law earlier this year and effective as of Monday, Oct. 19.
