New York State Police troopers were dispatched to Halls Corner Road in Dover at approximately 9:30 p.m. on Saturday night, where there was a reported crash. The subsequent investigation into the crash determined that 17-year-old Dover resident Jorge Guzman had been operating the vehicle under the influence of alcohol with a child under the age of 16 in the car. Man Charged With Stealing Credit Cards, Jewelry In Dover Burglary A 29-year-old man was arrested by New York State Police for burglarizing a Dover home getting away with credit cards, cash, and other valuables, according to Trooper AJ Hicks. Leslie G. Vannostrand III, of Waterbury, Conn., was charged with felony burglary in connection with a July 13 incident on Halls Corners Road, Hicks said. During the robbery Vannostrand allegedly illegally entered a residence and stole credit cards, jewelry and cash, state police said.
