'Sexually Violent' Offender Convicted Of Abusing 4-Year-Old Reports Move In Dutchess

A registered "sexually violent" offender convicted of sexually abusing a 4-year-old girl has reported a move in Dutchess County.

The New York State Division of Criminal Justice Services issued an alert this week to Dutchess residents regarding the residency of 33-year-old David Spencer, who has reported a move from Route 343 in Amenia to a residence on Union Street in Poughkeepsie.

The Division of Criminal Justice Services has assigned Spencer as a Level 3 threat, which means he is a “high-risk repeat offender and a possible threat to public safety.” He has also been designated as a sexually violent sex offender.

According to the Division of Criminal Justice Services, Spencer had deviate sexual intercourse, sexual contact and possessed child pornography in July 2004. He was convicted of first-degree abuse for having sexual contact with a victim under the age of 11 in February the following year. 

Spencer was sentenced to five years in state prison and is now under the jurisdiction of the Poughkeepsie City Police Department.
