The incident happened around 4:15 p.m. Monday, Oct. 28, in Herkimer County in the village of Newport, located about 70 miles west of Sarasota Springs. Orange County resident Allan Bressler of Pine Bush made his plea in court on Thursday, Oct. 3, said Orange County District Attorney David Hoovler. In particular, an area in the southwest Caribbean has a high chance of development, according to an update Friday morning, Nov. 1 by the National Hurricane Center, rating the chance at 70 percent.
