Man Accused Of Raping 14-Year-Old Girl In Region A man has been charged with the alleged rape of a 14-year-old girl he befriended in the region. Ulster County resident Cung L. Phutin, age 28, of the town of Ulster, was charged on Friday, Oct. 11.
