At 8:28 a.m., police responded to Newark City Hall and found an unresponsive man, a city worker, inside the building, Newark Public Safety Director Emanuel Miranda said. Newark Appoints New Public Safety Director Emanuel Miranda was named the City of Newark's Director of Public Safety on Tuesday, Nov. 12, following the resignation of Fritz Fragé, Mayor Ras Baraka announced. Baracka also named Sharonda Morris as the new police chief and Leonardo Carillo as the new deputy director of police operations.
