The system formed Sunday in the Atlantic Ocean as Tropical Depression Eleven, but by late Monday night had been upgraded to a tropical storm, the story said. The slow-moving storm was about 465 miles off the southwest coast of Bermuda.
Weather.com forecasters said the storm could make landfall at a number of coastal locations from North Carolina to the Northeast.
By Monday evening, the National Weather Service had issued a hazardous weather outlook for sections of New Jersey, New York and Connecticut that extend through the week.
Localized heavy rains were expected Tuesday night into Wednesday with the potential for some flooding, the weather service said.
Later in the week, a second bout of heavy rains possibly associated with Joaquin also may strike the area, again bringing the possibility of flooding.
