Raid Uncovers Illegal Breeding Operation: 7 Dogs, 5 Exotic Reptiles In Jersey City Seven dogs and five reptiles were rescued from an illegal breeding facility uncovered during a multi-agency investigation in Jersey City, authorities said. The Jersey City Municipal Prosecutor’s Office, in coordination with the Health and Human Services Department, Zoning officials, and Jersey City Police, executed an administrative warrant that led to the discovery of an illegal dog breeding operation, according to spokeswoman Kimberly Wallace-Scalcione.
