Puppy With String Wrapped Around Nose Found Chained On Route 280 In Essex County: Authorities A 7-month old cockapoo is recovering after it was found chained to a guardrail on Route 280 in Roseland on Monday, Jan. 20, authorities said.  The puppy was wet from the snow, shivering and had string tied around its nose, the borough of Roseland said in a release. The puppy had a right rear leg injury and was limping and was not groomed in months, authorities said. Officers provided the puppy with food and water and removed ice that had clung to its fur, authorities said.
