Thomas Ryan, 55, of New Milford, was found standing outside a black Ford F-150 with heavy front-end damage and a flat tire in the parking lot of 425 Madison Avenue just after 10 p.m. on Saturday, March 15, according to the report obtained by Daily Voice.
