A 35-year-old former Pennsylvania prison guard has been charged with violating an inmate's constitutional rights for several offenses, authorities said. Ivory S. Cousins, of West Deptford, NJ, allegedly ignored the inmate's significant injuries from an assault by other inmates, pepper sprayed him, helped another inmate to steal from him, and obstructed the investigation of what happened to him, according to U.S. Attorney Jacqueline C. An organized catalytic converter theft ring operating in multiple Pennsylvania counties has been busted up with the arrest of five men, authorities said. The ring operated in Montgomery, Delaware, Bucks, Chester and Philadelphia counties, according to Montgomery County District Attorney Kevin R. Four men from Philadelphia were arrested in connection with a shooting in Atlantic City, authorities said. On Sunday, July 28, at about 4:30 a.m., Atlantic City police responded to the 2400 block of Atlantic Avenue for a report of a man shot.
