Police: Sussex County Man Had More Than 10 Pounds Of Narcotics In Production, Distribution Ring A Sussex County man who police say had more than 10 pounds of narcotics in a drug manufacturing and distribution ring was arrested and jailed. Lukas Budzel, 23, was found with more than 10 pounds of controlled dangerous substances “related to the production, manufacturing, and distribution of narcotics,” as well as about $16,000 in cash following a search of his mother’s Franklin Borough home on Scott Road around 6 a.m. on Jan. 28, police said.
