Hunterdon County Animal Control Officer Refused To Return Bulldog: Prosecutor A Hunterdon County animal control officer has been arrested and charged with official misconduct and theft after authorities say she refused to give a dog back to its rightful owner.  Carolyn Murphy, the Frenchtown Animal Control Officer, had been asked to take temporary custody of an American bulldog on April 11, Hunterdon County Prosecutor Renée M. Robeson said.
