County clerk Christine Hanlon said Monmouth was the top county in the state for early voting. Manuel Perez, 64, was trying to hook another vehicle to his truck on the southbound side of the highway when he was struck by a Toyota sedan that then struck the tow truck and overturned around 11:40 a.m. Sunday, Nov. 3 at milepost 2-3,  Passaic County Prosecutor Camelia M.
