Novillo-Cabrera was behind the wheel of a 2020 Honda Civic when he struck George Arnold, 57, as he was trying to cross Ridge Road at Milton Avenue around 9:50 p.m. Thursday, Oct. 10, Bergen County Prosecutor Mark Musella said.
