Burgos will be retiring from the Franklin Borough Police Department on Monday, Nov. 4, after 29 years of service, with the last 26 years spent in Franklin. A GoFundMe page was created for 26-year-old Antonio Caprara. The Beachwood man was killed in the crash in Toms River at around 1 p.m. on Sunday, Sept. 8.
