A former Phillipsburg council vice president recently charged for misusing the 911 system has been indicted for official misconduct and criminal coercion, authorities announced Friday. Frank McVey, 57, is accused of threatening Mayor Todd Tersigni following a “broader investigation into public corruption in Phillipsburg,” Warren County Prosecutor James L.
