Franklin Police Officer Who Once Saved Animals From Fire Retiring After 26 Years Rafael Burgos' law enforcement career, which was filled with accolades, is coming to an end next month. Burgos will be retiring from the Franklin Borough Police Department on Monday, Nov. 4, after 29 years of service, with the last 26 years spent in Franklin. Loose Laughing Parrot Reunited With Owner In Morris County: Sheriff's Office It was a happy ending for a parrot that got loose in Morris County on Saturday, July 20. The Morris County Sheriff's Office responded to Hedden Park for a report of a loose parrot near the Concord Avenue parking lot, authorities said. When police arrived, they saw patrons holding a large stick with a parrot perched on top, the Morris County Sherriff's Office said. The parrot was laughing as he was moved safely to the parking area and loaded into the back of a patrol vehicle for safekeeping, authorities said.
