Jersey City Theft Crew's Plan To Beat Competition Goes Awry, 5 Arrested: Police Five would-be package thieves from separate crews were arrested in Wayne after plans to beat out their competition last week in Wayne went awry, authorities said. Police received a 9-1-1 call reporting a burglary in progress at a hoem on Ratzer Road around 3:50 p.m. Thursday, Aug. 29, Wayne Police Capt.
