Unlicensed Putnam Valley Driver Charged With Resisting Arrest An unlicensed driver became combative with deputies during a traffic stop, leading to his arrest, according to the Putnam County Sheriff’s Office. Two Sheriff’s deputies on patrol stopped Victor Lowell, 35, of Putnam Valley, shortly after 7:15 p.m. on Sunday, April 14, after he committed a traffic violation near the intersection of Oscawana Lake Road and Church Street in Putnam Valley. During the stop, Putnam County Sheriff Robert Langley, Jr., said that Lowell repeatedly refused to provide the deputies his driver’s license, leading them to determine that he did not have a valid license.
