Mental Health, Substance Use Crisis Stabilization Team Created In Westchester Officials in Westchester County are moving forward in their plans to create the county’s first Crisis Stabilization Hub. Westchester County Executive George Latimer announced that, under the recommendations of his Transition Team, they are created a Mental Health and Substance Use Crisis Stabilization Team in White Plains.
