State police from the Wappinger barracks received a complaint regarding the alleged conduct on Monday, Feb. 19. An investigation found that Elisa D. Henry of Peekskill had engaged in sexual contact with a victim in the town of Wappinger. Henry was charged with sexual abuse in the first degree, a Class D felony.
