Philip Twyman, 37, was arrested around 7 p.m. in the parking lot of the Triangle Shopping Center, police said.
He was charged with seventh-degree criminal possession of a controlled substance, a misdemeanor; third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor; and driving while ability impaired by drugs, police said.
Twyman’s license had been suspended, police said.
He was found to have in his possession buprenorphine, a painkiller that can be used to treat opioid addiction; and naloxone, aka Narcan, a medication used to reverse the effects of an opioid overdose, police said.
He was released in the custody of a relative and is scheduled to appear in September in Yorktown Justice Court, police said.
