The public is invited, but seating is limited. The speech is scheduled for 7 p.m., but attendees are encouraged to arrive early to allow time to get through security. Doors open at 6 p.m.
The speech will be given in the central jury room of the County Courthouse at 111 Dr. Martin Luther King Jr. Boulevard in White Plains.
Yonkers resident Melinda Ademi will sing the National Anthem. Ademi made it into the Top 40 on "American Idol."
