The incident, which occurred around 7:15 a.m. Wednesday, was reported to police by a court officer, said Westchester County Police spokesman Kieran O'Leary.
Following the report of the incident, the Westchester County Police Hazardous Devices Unit responded, tested the powder and determined it to be non-hazardous.
The two statues include a law enforcement memorial and one of Dr. Martin Luther King.
No one was arrested and the incident remains under investigation, O'Leary said.
