White Plains Man Charged With Crack Possession

WHITE PLAINS, N.Y. – A White Plains man was arrested and charged with possession of crack cocaine, according to a police report.

Police conducting surveillance of the Winbrook Housing complex Thursday saw Stephen Williams, 39, reach into his pocket and hand a second man, 36, a small item as they walked behind a building on 33 Fisher Ave., the report said. Believing this to be a drug deal, police said they stopped the two men as they walked toward Martin Luther King Jr. Boulevard and separated them.

Asked about their activities, the second man said he was walking through Winbrook to meet Williams, police said. Williams told police the two men had walked together from the Post Road to the back of the Winbrook building. It was during this time police said they repeatedly saw Williams reaching into his pocket, the report said. Police told Williams to stop, then asked if he had anything on him; Williams said he didn't. Police then searched him and found a small piece of tied plastic containing an off-white rock-like substance they believed to be crack cocaine in the same pocket, the reports said.

Williams was arrested and charged with seventh-degree criminal possession of a controlled substance, a misdemeanor. The second man was released at the scene.
