WHITE PLAINS, N.Y. -- As legislators dig into the budget prepared by Westchester County Executive Rob Astorino line by line, they are raising concerns over the possible need to tap into the county's reserve which could affect its credit rating, according to Lohud.com.

The $1.8 billion budget would keep the tax levy flat and, according to Astorino, maintain a fund balance of some $140 million, but a possible shortfall has others questioning if the fund would have to be depleted in 2016 and beyond, reported Lohud.com.
