To get healthcare, most veterans — but never combat vets — must fill out a means test, which assesses household income. Since this document is missing from combat vets’ healthcare applications, they end up flagged as pending, according to the article.

VA management says they first learned about the problem in April, however a program specialist at the VA's Health Eligibility Center said the agency has known about the issue for years, the article says.
