Drain felt that $1.1 million of the $5 million fund should be diverted towards roughly 25,000 workers.
The judge was quoted as saying that he was being asked to 'poke [each worker] in the eye' if he approved the $5 million fund, according to the Journal.
A&P had earmarked the money for 'key workers' in their bankruptcy reorganization.
