Newburgh Declares Snow Emergency City of Newburgh officials has declared a snow emergency effective at 6 p.m. Tuesday, Jan. 29. Interim City Manager Joseph P. Donat said snow emergency parking regulations will be in effect until the emergency is lifted. During a snow emergency, alternate side of the street parking regulations are in effect as follows: On North-South Streets, parking is permitted on the east side of the street for 24 hours, from 6 p.m., Monday, Wednesday and Friday.
