Heavy Rain Coming To Hudson Valley, Hochul Warns: 'Take Steps Now To Prepare' Just a week after a coastal weather event that brought a deluge of rain and flash flooding to New York, Gov. Newburgh Declares Snow Emergency City of Newburgh officials has declared a snow emergency effective at 6 p.m. Tuesday, Jan. 29. Interim City Manager Joseph P. Donat said snow emergency parking regulations will be in effect until the emergency is lifted.
