These Hudson Valley Eateries Rank High For Best Burgers In Upstate NY Several Hudson Valley restaurants serve up some of the best burgers in Upstate New York, according to a new survey. NewYorkUpstate.com's survey raved about 27 eateries north of Westchester and Rockland counties. The report based its findings on Yelp.com's "best" formula, which ranks them using such factors as star rating and volume of customer reviews.
