Longtime Riverkeeper Captain To Retire After 24 Years Patrolling Hudson River For the past 24 years, Hudson Valley native John Lipscomb has served as the eyes and ears of the Hudson River for Riverkeeper as its patrol boat captain. Andrew Cuomo announced a joint proposal on Thursday, April 15 with Holtec International and its subsidiaries to "safely close Indian Point” located in Buchanan, in Northern Westchester near the Putnam County border.
