Orange County Duo Accused Members Of Retail Theft Ring ID'd By Police Two more accused members of an organized New York State shoplifting ring from more than 50 miles away were identified by Glen Rock police. Newburgh residents Shatoya L. Smith, 26, and Carlan S. Newby, 23, both remain fugitives wanted in connected with thefts from the Bottle King on Prospect Street. The Orange County-based crew has hit businesses in Glen Rock and elsewhere in the region, Police Chief Dean Ackermann said.
