Newburgh Snow Emergency Goes Into Effect With as much as a foot of snow and sleet expected to blanket Orange County on Wednesday, Newburgh city officials have declared a snow emergency. Newburgh City Manager Michael Ciaravino has declared a snow emergency in Newburgh, effective as of 6 p.m. on Tuesday afternoon, during which, snow emergency parking regulations will be in effect until it is lifted.
