Fishkill Man Caught With Fake $100 Bills, Town Of Poughkeepsie Police Say Not so fast. A Dutchess County man was taken into custody after he was found to be in possession of fraudulent $100 bills during a traffic stop on Friday, May 31 in the Town of Poughkeepsie, police said. According to police, Fishkill resident Joel Ruuska, 25, was stopped on Route 9 in Poughkeepsie for a vehicle and traffic violation. During the investigation into Ruuska’s driving privileges, it was determined that he was in possession of two counterfeit $100 bills and he was arrested.
