Man Charged With Manslaughter After High-Speed Chase, Fatal Crash In Area A man has been charged a man with manslaughter in connection with a high-speed chase that ended with a fatal crash in Orange County. Luis Colon, 27, of Newark, New Jersey, was arrested on Monday, Dec. 7, and charged with manslaughter and unlaw fleeing a police officer, said the Orange County District Attorney's Office.
