'Sexually Violent' Offender Convicted Of Raping 8-Year-Old Girl Reports Move To Fishkill A registered "sexually violent" offender convicted of sexually abusing an 8-year-old girl has reported a move in Dutchess County. The New York State Division of Criminal Justice Services issued an alert this week to Dutchess residents regarding the residency of 55-year-old Peter Cassels, who reported a move to Saratoga Lane in Fishkill. The Division of Criminal Justice Services has assigned Cassels as a level two threat, which means he is at "moderate risk of a repeat offense."
