Sean Patrick Maloney and James O’Donnell, the Republican challenging him for New York’s 18th Congressional District seat, have major differences over federal tax law and abortion rights as well as whether Maloney's heart is still in the job after six years. Orange County Legislator James O'Donnell of Goshen said he'll announce next week that he's running for Congress. O'Donnell would become the second Republican candidate in a race to unseat Democratic U.S. Rep. Sean Patrick Maloney of Cold Spring in November. O'Donnell, 66, is a retired police commander and Goshen resident who has worked in county government for about 10 years, first in the administration of former County Executive Ed Diana and then as a county legislator.
