Four Arrested In Hudson Valley Undercover Massage Parlor Investigation Four people were arrested for providing illegal massages and other services following an undercover operation of New Windsor massage parlors, according to the Town of New Windsor Police Department. The department, in conjunction with investigators from the Orange County Drug Task Force, conducted the undercover investigation into unlicensed/illegal massages at four different locations after receiving complaints from residents and local business owners of suspicious activity, said Det.
