Members of the Putnam Sheriff’s Department Narcotics Enforcement Unit (NEU) say they initiated a traffic stop after observing a driver commit a traffic violation in the Town of Putnam Valley on Friday, July 12. Crysan Garriques, 29, allegedly handed a cashier in Monroe $1,000 in phony $100 bills, police said.
